Community Pre-Development Grant Guidelines 2024

The Delburn Wind Farm Community Pre-Development Grants were established in 2020 to support initiatives that strengthen and enhance the local community. A total of $10,000 is available for allocation between community groups and non-profit organisations located around the wind farm site.

When construction of the Delburn Wind Farm commences, the Community Development Fund will increase to $150,000 per year ($750 per megawatt installed), allowing the community to bring bigger projects ideas and initiatives to life.

Eligibility Criteria

Grant applicants must be able to demonstrate local community group or non-profit organisation status and explain how the grant will benefit the community surrounding the Delburn Wind Farm area.

Applications must show how the grant will contribute to one or more of the following factors:

  • Building sustainable communities;
  • Enhancing community safety, health, and wellbeing;
  • Supporting community education; and/or
  • Enhancing the natural environment.
  • If successful, the community group must utilise the Delburn Wind Farm Community Pre-Development Grant within one year of receiving the funds.

Please note, Delburn Wind Farm will not provide funding support to:

  • Individuals;
  • Political organisations or campaigns;
  • Religious organisations for religious activities;
  • An organisation’s ongoing operational costs;
  • Private companies or commercial entities;
  • Activities that encourage the use of alcohol, drugs or gambling;
  • One-off donations to the same organisation more than once per year;
  • Activities that are usually exclusively funded by government; or
  • Activities that provide a direct financial benefit to employees of OSMI, Cubico or its contractors.
  • Please ensure your group and organisational members agree to the Funding Deed and public acknowledgment requirements, prior to submitting an application to the Delburn Wind Farm.

Funding Deed Agreement

If an application is successful, a Deed of Agreement must be signed before any grant payments can be made. The Delburn Wind Farm is not responsible for any community group expenditures until a grant agreement is executed.

The successful community group must not reallocate the grant funds to another project or activity without prior consent from the Delburn Wind Farm.

The Deed includes a requirement to report back to the Delburn Wind Farm with images and information about how the grant has been utilised.

Public Acknowledgement

Successful grant recipients are required to publicly acknowledge the Delburn Wind Farm for supporting their project. The Delburn Wind Farm logo must be used on promotional materials related to the project. This can be achieved via public signage, a media release, social media post, newsletter story, speech and/or event.

The Deed Agreement includes a requirement to report back to the Delburn Wind Farm about how the community group has publicly acknowledged the grant.

As a grant recipient, the community group permits the Delburn Wind Farm to disseminate information about the grant and recipient organisation in its print and electronic publications. Successful applicants will also be named in a public media release issued by the Delburn Wind Farm.

Grant Amounts

The Delburn Wind Farm Pre-Development Grant has a limited amount of $10,000 in total to share across the community. Applicants may also seek other sources of funding towards their project. Please indicate other funding sources on your application form.

Submitting Your Application

Please ensure your community group members agree to the Funding Deed and public acknowledgment requirements, prior to submitting an application to the Delburn Wind Farm.

Application Assessments

All applications will receive an acknowledgement from the Delburn Wind Farm. Applications that meet the eligibility requirements will be reviewed after the grant closing date by the Delburn Wind Farm Steering Committee, with representatives from Cubico Sustainable Investments and OSMI Australia.

The Steering Committee will review the applications and inform all successful and non-successful applicants of the outcomes as soon as possible.

Promotion of the successful Delburn Wind Farm Community Pre-Development Grant recipients will be announced in a public media release issued by the Delburn Wind Farm, on the wind farm website and via social media channels.
