Planning Permit Amendment
The Delburn Wind Farm has applied to the Minister for Planning to amend four Planning Permits (PA2001063, PA2001064, PA2001065 and PA2001066).
The applications request minor amendments to the wording of several of the Planning Permit conditions to improve understanding and interpretation, as well as ensuring the enforceability of the permit requirements.
Specific proposed amendments to the conditions include:
- Clarifying the wind turbine setback distances from the Strzelecki Highway
- Making minor changes to the Bushfire Risk and Mitigation conditions to remove any uncertainty in what the conditions mean and how they are to be applied including:
- Clarifying that five water tanks are required in aggregate across all elements of the Delburn Wind Farm site
- Removing a condition in each planning permit regarding perimeter fire breaks. (This requirement is part of the CFA guidelines for solar and battery energy storage systems (BESS), not wind energy facilities.) These proposed changes have been agreed to by the CFA.
- Updating the Latrobe Planning Permit in accordance with AusNet’s revised position on minimum setback distance between wind turbines and transmission lines. AusNet has confirmed its support for this revised requirement.
- Clarifying that only dwellings that exist at the date of the approval of the off-site landscaping program will qualify for landscaping screening.

Industry skills and capability mapping
We are committed to supporting the employment of local people and procurement from local businesses. Working with the Latrobe Valley Authority, Latrobe City Council and the Gippsland Trades and Labour Council, we are mapping local industry capabilities and skills to ensure we have identified all the local businesses that may be able to support the construction of the wind farm.
The findings of this work will be provided to the head contractor once they are appointed to ensure they are aware of all the skills and capabilities available locally. The head contractor will then be expected to use this resource to identify potential subcontractors for the construction, operation and maintenance of the wind farm. Through this work, we aim to support the continuation of the Latrobe Valley’s proud history of energy generation by providing employment opportunities in wind power.

These details will form the initial basis of our capability mapping work. We have several communications channels for everyone to stay up to date on the development of the Delburn Wind Farm.
A new website has been created at delburnwindfarm.au along with the new Delburn Wind Farm Facebook and Instagram pages.
We will be sharing more project updates across numerous communications channels including e-News, social media, website updates, media releases, local newspapers and via the Community Consultative Committee.
