assessment of Shadow Flicker and Blade Glint has been prepared by K2 Management to assess the potential for shadow flicker and blade glint to impact the area surrounding the project.\u00a0 Shadow flicker may occur under certain combinations of geographical position and time of day, when the sun passes behind the rotating blades of a wind turbine and casts a moving shadow over surrounding areas.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-e5b004d elementor-widget elementor-widget-heading\" data-id=\"e5b004d\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h3 class=\"elementor-heading-title elementor-size-default\">Methodology<\/h3>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-4c0f1be3 elementor-widget elementor-widget-text-editor\" data-id=\"4c0f1be3\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>The number of annual hours of shadow flicker at a given location is calculated using geometric models that incorporate:<\/p><ul><li>the sun\u2019s path across the sky for the specific site latitude and longitude;<\/li><li>the topography of the site and its surrounds;<\/li><li>the wind turbine rotor diameter, hub number and height, and blade dimensions;<\/li><li>the location of the wind turbines relative to residences.<\/li><\/ul><p>The Draft National Guidelines determine that the optimum method of assessment is to:<\/p><ul><li>Evaluate the shadow flicker impact up to a distance of 265 x maximum blade chord (blade width).<\/li><li>Identify all residences within that potential impact distance from the proposed turbine positions.<\/li><li>Use modelling software, to calculate the theoretical annual shadow flicker duration at each residence, accounting for topography and cumulative effects.<\/li><li>If necessary, modify turbine layout and repeat calculations, or introduce mitigation measures to achieve compliance.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/li><\/ul><p>Windpro modelling software has been used to complete shadow flicker modelling for the Project and assumptions made based on the methodology recommended in the Draft National Guidelines.<\/p><p>The modelling represents the worst-case scenario, assuming, amongst other things, that the wind turbines are operating 24 hours a day and the sun is shining for all daylight hours without any clouds in the glint assessment were the Policy and Planning Guidelines for Development of Wind Energy Guidelines in Victoria (March 2019) and the Draft National Guidelines Draft National Wind Farm Development Guidelines, Environment Protection and Heritage Council (2010). Consideration was also given to Clause 52.32 of the Latrobe, Baw Baw and South Gippsland Planning Schemes.<\/p><p>The Victoria Guidelines state that shadow flicker experienced immediately surrounding the area of a dwelling (garden fenced area) must not exceed 30 hours per year. The application of a surface treatment of low reflectivity is a widely accepted mitigation measure to ensure that glint is minimised.<\/p><p>Section 5.1.2(b) of Victorian Guidelines states:<\/p><p>Blade glint can result from the sun reflecting from turbine blades.
